에 비하여 attaches to a noun and makes that noun the standard for a comparison. The following clause explains how another person, thing, place, or situation compares with it.

Its core meanings are “compared with,” “compared to,” and “in comparison with.” The shorter form 에 비해 is also very common, especially in conversation.
